R.I. Overbuild Battle Escalates

Full Channel TV Inc. of Rhode Island, which has been fending off an
overbuild by Cox Communications Inc. in Warren, is now fighting back with an
application to expand the area in which the two compete.

Full Channel, which serves about 20,000 homes in Warren, would triple its
subscriber base to 60,000 if the application is approved, according to president
and CEO John Donofrio Jr.

The company filed an application for a compliance-order certificate to
overbuild Cox with the state Public Utilities Commission this week.

Donofrio -- who has challenged Cox’s overbuild before both state regulators
and the courts -- said he is not in favor of overbuilding, but added that
consumers in East Providence, R.I., have asked for his services.

A Cox spokeswoman said her company anticipates that the state agency will
closely review Full Channel’s application, adding that Cox’s 'competitive
strengths' will serve it well in East Providence.

Cox has already brought competitive telephone and
Internet service to the state, and consumers have responded well to its
bundled-service offerings.
