LOUISVILLE, KY. -Despite legal challenges to the first competitive franchise permitted here, the City Council will allow a third competitor into town.
Officials voted Nov. 14 to approve a franchise for TotaLINK, a partnership of an Indiana power affiliate and Utilicom Networks LLC. The terms were the same as the ones offered to Knology Inc. in October. Incumbent Insight Communications Co. Inc. sued to challenge that franchise in the local circuit court. Knology responded with a federal lawsuit (see page 24).
