The Commerce Department Thursday announced a reorganization plan that would
abolish the National Telecommunications and Information Administration, the
division that manages spectrum used by the Defense Department and other federal
users.
Under the plan, announced by commerce secretary Don Evans, the NTIA, the
Technology Administration and the electronic-commerce policy functions of the
International Trade Administration would be consolidated into a single agency
headed by undersecretary for technology Phil Bond.
NTIA director Nancy Victor, who now reports to Evans, would report to Bond
after the restructuring.
"Convergence is the business model in the digital economy -- it should be the
business model in the federal government," Evans said in a prepared
statement.
He added that the proposed changes require congressional
approval.
