                                <p>At press time it was not clear whether or not the Protecting Lawful Streaming Act was going to make it into the final version of the $1.4 billion omnibus spending bill that the House was working on Friday to try and prevent a government shutdown.</p><p>The Tillis bill would make illegal <a href="https://www.nexttv.com/tag/streaming">streaming</a> of copyrighted content a felony--fines and potential prison time--rather than the misdemeanor it currently is.</p><p>A staffer in the office of Thom Tillis (R-N.C), who introduced the bill, said that discussions Thursday night included how to attach that bill to the larger one, but that they were still waiting on final text and could not say whether or not it would be.</p><p><a href="https://www.nexttv.com/news/largest-ctv-ad-scam-faked-29-million-addresses">Also Read: Largest CTV Ad Scam Faked 29 Million Addresses</a></p><p>House Majority Leader Steny Hoyer (D-M.D.) said both sides were working hard to get to an agreement and avoid a shut-down at midnight Friday. At press time the House was in recess until 5 p.m. so they could continue to hammer out that agreement.</p><p>Rep. Steve Scalise (R-La.) said they "were not quite there" on all the details of the bill.</p><p>Hoyer urged his members to keep "tonight free, tomorrow free, Sunday free, and any days thereafter," though he hoped none of that would be necessary.</p><p>The longer the talking goes, the more likely that any add-ons that don&apos;t have bipartisan buy-in will not get on the bill. Working in the streaming bill&apos;s favor is that it has powerful Democrats as well as Republicans behind it, with both sides recognizing the rise in importance of streaming video in a pandemic-sequestered populace glued to the Netflixes and Hulus of the world and the need to protect that business model from digital pirates.</p>

                                <p>Reps. Anna Eshoo (D-Calif.) and Republican Whip Steve Scalies (R-La.), who have <a href="https://eshoo.house.gov/news-stories/anna-in-the-news/broadcasting-and-cable-scalise-reintroduces-video-reform-bill/">both long called for an overhaul of the retransmission consent system</a>, have called for an end to the Nexstar/DirecTV retrans impasse. </p><p>That came <a href="https://eshoo.house.gov/wp-content/uploads/2019/07/Eshoo-Scalise-letter-to-Nexstar-and-ATT-re-July-2019-blackout.pdf">in a letter Tuesday (July 16)</a> to the heads of Nexstar (Perry Sook) and DirecTV parent AT&T (Randall Stephenson). </p><p>The blackout is entering its second week. </p><p><a href="https://www.broadcastingcable.com/news/nexstar-stations-overstate-hill-blackout-letters">Related: Nexstar Stations Overstate Hill Blackout Letters </a></p><p>The legislators, who said they would be teaming up to introduce legislation to fix the "broken system," said they hoped the two companies will work "in good faith" to resolve the blackout ASAP.  </p><p>The companies are actually under a congressional and FCC mandate to negotiate in good faith. </p><p>The tone of the letter was cordial and, in fact, talked more about the process writ large and said blackouts were a symptom of the larger problem, "outdated and ineffective laws" that harmed consumers and hampered innovation and that they pledged to fix in the near future. </p><p>The legislators took the opportunity to ask the companies to support pending legislation, but in the meantime, said they should continue their "good faith" negotiations. </p><p>The two sides met over the weekend but no resolution was forthcoming.</p>

                                <p>Former Arizona congresswoman Gabby Giffords, who was shot and gravely wounded during an attack in 2011, has weighed in on the attack on Rep. Steve Scalise and others in Alexandria<br/></p><p>Giffords, who went to co-found the anti-gun violence organization, Americans for Responsible Solutions, said:</p><p>“It doesn't matter if you're a Democrat or a Republican, nor if you're a senator or a representative, nor a staffer or a sworn officer," she said. "If you serve the institution of Congress, you're connected to your colleagues, current and former, by a shared sense of service to ideals far greater than yourself. This shooting is an attack on all who serve and on all who participate in our democracy.</p><p>“I am heartbroken for the pain of Congressman Scalise, the other victims, and their family, friends, and colleagues who survived. I am thankful for the great courage of the Capitol Police, who were my protectors after I was shot and became my friends.
