The Washington State University athletic department has issued a temporary hiring freeze, as well as a pause on all non-essential business travel and purchases, as Pac-12 member schools grapple with how to settle a $50 million overpayment made by Comcast to the athletic conference's regional sports network.

“As has already been widely reported, each Pac-12 university will see a significant decrease in revenue distribution,” WSU President Kirk Schulz told the Seattle Times. “The decrease is a result of overpayments from one of the conference media partners that must be resolved.”

There are myriad budgetary factors at play, Schulz added, including the relocation of Pac-12 headquarters out of San Francisco, that's gone over-budget, as well as some internal accounting errors within the WSU athletic department that will result in the organization operating in the red this year.

But as reported by Next TV back in January, the Comcast overpayment to Pac-12 Networks looms large, with the cable operator discovering in 2017 that it had been overcharged by about $50 million in licensing fees while carrying the RSN from 2012-2016.

As reported by the San Jose Mercury News' Jon Wilner, Comcast has elected to withhold its licensing fee payments to the Pac-12 through the end of summer 2024. That will result in a budgetary shortfall of around $4 million for each member school.

The two executives fired amid the overpayment scandal, former Pac-12 CFO Brent Willman and Pac-12 Networks president Mark Shuken, have filed suit against the conference, alleging that they informed former Pac-12 Commissioner Larry Scott about the Comcast overpayment in a timely manner but were ordered to keep quiet about it.

The overpayment just adds to the problems for the beleaguered Pac-12, which has been struggling of late to renew its media rights deals. The Pac-12 is also dealing with the defection of its two biggest money earners, USC and UCLA, which will head to the the Big Ten starting next year.

As NBA Hall-of-Famer turned loquacious college hoops commentator Bill Walton likes to say — a lot — the Pac-12 is the ”conference of champions,” routinely racking up more NCAA titles than any other collegiate league across men’s and women’s sports.

But largely due to horrendous management of the conference's media rights, the league is on the ropes. The Pac-12 generates only a small fraction of the media-rights revenue enjoyed by the Big Ten and Southeastern Conference (SEC), mainly due to the strategic ineptitude of the Pac-12 Networks regional sports channels.

The Pac-12’s two biggest revenue-generating schools, USC and UCLA, are set to defect to the Big 10 next year. And the Pac-12, saddled with relatively pedestrian pay TV distribution contracts, was recently beaten to the punch in the renewal market by rival the Big 12, which negotiated early new rights deals with national NCAA sports rights buyers ESPN and Fox, mainly to get ahead of the slow-moving Conference of Champions.

Also read: Comcast Seeks $50 Million From Pac-12 Networks Following Years of Overpayments

So, down two huge members and with the Big 12 beating it to the punch, the Pac-12 is hosed, right?

Well, not exactly. Turns out that a big part of a college education is the connections you make. And the Pac-12 has some good ones.

On Monday, the New York Post published a speculative piece suggesting that Apple, which has recently secured rights to Major League Baseball and Major League Soccer, might grab exclusive distribution rights for Pac-12 Networks.

The Post didn't identify its sourcing, but it makes sense to us.

Remaining Pac-12 member schools Stanford and the University of California at Berkeley remain the two biggest sources of Silicon Valley talent. According to a study conducted by Universum late last year, Stanford and Berkeley have combined to send more than 32,000 employees to "FAANG" companies.

As Next TV noted last month, the Disney-controlled SEC Network posted revenue of $833 million in 2021 vs. just 37.7 million for Pac-12 Networks, which draws only a fraction of the SEC Network’s audience. So of course, the value of the Pac-12’s next media-rights deal will come down to actual, well, value, right?

The conference, now lacking its two biggest big-city meal tickets, will get what it gets ... even in a room full of Stanford and Cal graduates. That's how American capitalism works, right?

Pac-12 officials are telling member schools they should have a deal set next month. ■

Comcast, a founding partner for Pac-12 Networks, overpaid the regional sports networks operation by around $50 million from the channels' inception in 2012 through 2016.

Making matters even worse for the troubled RSN, its now former president, Mark Shuken, and former CFO, Brent Willman, didn't reveal to the Pac-12 Athletic Conference's board of directors this important revelation, which was uncovered by an independent audit conducted in 2017.

The news was originally reported by the San Jose Mercury News.

Shuken and Willman were fired by Pac-12 Commissioner George Kliavkoff late last week, but the mess only exacerbates trouble for an underperforming cable network that has drastically impacted the splintered fortunes of the Pac-12.

Pac-12 Networks have only generated a sliver of what other RSNs tied to "Power 5" collegiate athletic conferences make. For example, in the pandemic impacted year of 2021, the SEC Network reported revenue of $833 million. And the Big Ten Conference, which doesn't break out TV money, reported "sports revenue" of $583 million.

The Pac-12 Network, meanwhile, reported revenue of just $37.7 million in 2021.

With their share of RSN money being the biggest source of revenue for the conference's individual collegiate stakeholders, it wasn't so shocking for many observers last summer when the Pac-12's two biggest schools, USC and UCLA, announced plans to join the Big Ten starting in 2024.

And now things just got worse, with the conference's 12 schools collectively on the hook for $50 million to pay back Comcast.

Struggling regional sports programmer Pac-12 Networks has filed suit against Dish Network, claiming that the pay TV service has improperly withheld licensing fees.

The heavily redacted lawsuit, filed in a Colorado federal court, was obtained by San Jose Mercury News writer Jon Wilner, perhaps the most dialed-in reporter covering the troubled regional sports network and its equally turmoiled parent, the Pac-12 athletic conference.

Also read: Fubo TV Deal with Altitude Sports Makes Denver One of the Nation's Most Interesting RSN Regions

Fees and other key elements pertaining to Dish's arrangement with the RSN are blacked out. But we are able to glean that Dish's program licensing agreement calls for the Pac-12 Network to show at least a specific number of live Pac-12 conference football games each season, which undoubtedly produce far and away the biggest audience for Pac-12 Network channels.

And in the pandemic-affected 2020 season, only one game — a November non-conference contest between Colorado and San Diego State — made it onto the RSN. Pac-12 teams played severely truncated game schedules that year, with some schools logging as few as four games out of their usual 12-game schedules. Most Pac-12 games that did manage to get played were shown on ESPN and Fox Sports national feeds that season.

The Pac-12 Network said it credited Dish for the lost games in 2020. But for some redacted reason, the pay TV operator also wants rebates on the 2018 and 2019 seasons, which were not impacted by COVID-19 — an aggression that will not stand, the RSN said.

Both Dish and the RSN refused comment.

In Next TV's home base of Los Angeles, the Pac-12 Network and its six subordinate regional channels are carried by Dish Network and its Sling TV virtual MVPD, as well as Charter Communications, fuboTV, Frontier Fios and Vidgo.

From Washington to Oregon, from California to Colorado and from Arizona to Utah, the RSN has been shunned by its footprint's largest pay TV operator, DirecTV, since it launched in 2012.

Certainly, should this dispute include losing distribution on Dish and Sling TV — especially right now, with three Pac-12 football programs nationally ranked — it would be a bad blow to the RSN and its conference.

The Pac-12 Network earned only $43 million in the COVID-impacted 2020 collegiate athletic season after generating $118 million in 2019. Compare that to the more than $1 billion the rival Big Ten Network will make its member schools in its new TV deal, and you begin to understand why two high-profile Pac-12 constituents, USC and UCLA, just announced they were leaving the Pac-12 for the Big Ten starting in the 2024 collegiate athletic season. ▪️

He led the formation and branding of three regional sports networks for Time Warner Cable for the Los Angeles Lakers, Los Angeles Dodgers and LA Galaxy; served as president and CEO of DirecTV Sports Networks and as president and CEO of Liberty Sports Group, where he created and led the stand-alone division of regional sports networks and doubled revenue. Prior to that at Fox Sports Net Northwest, he was responsible for a significant increase in distribution, ratings and brand presence, including through innovative programming strategies and partnership agreements with both professional and collegiate teams. Previously, Shuken also served as president of Rivals Networks, a digital network of over 600 sports websites.

“I am thrilled to join the Pac-12 Networks, which I believe have a great opportunity to reach new audiences and deliver even more value for our universities and student-athletes,” said Shuken. “The athletic departments in the Pac-12 and student-athletes deliver incredible sporting moments and championships year in and year out. I’m really excited to work with them to further the Pac-12 Networks’ best-in-class media platforms for our fans. The Pac-12 Networks wholly-owned model gives us a unique ability to innovate across digital and linear content, production, programming and distribution, and I’m looking forward to working closely with our Networks management team to explore new ways to do so.”

The Pac-12 Networks, launched in 2012, serves as a showcase for Pac-12 universities: The University of Arizona, Arizona State University, the University of California-Berkeley, the University of California at Los Angeles (UCLA), the University of Colorado, the University of Oregon, Oregon State University, Stanford University, the University of Southern California, the University of Utah, the University of Washington and Washington State University.

While company officials said it has expanded its carriage agreements under Murphy-Stephans to more than 75 national providers, the group has not been able to secure distribution with the industry’s largest satellite-TV provider, DirecTV. It does have carriage on Dish Network and today cited increased carriage by original affiliates Comcast, Cox Communications and Time Warner Cable and Bright House Networks, the latter two now part of Charter Communications.

RELATED: Sling TV Adds Pac-12 Networks, Starz Nets, Does Windows 10

“As Pac-12 Networks’ first general manager, Lydia’s energy and leadership were critical in turning our ambitious vision into a reality,” said Commissioner Larry Scott said in a statement. “Then, upon becoming Networks president, she made history by becoming the first woman to head a national sports network. Sling TV is offering a free preview of those services through September 14, giving them a chance to catch Star Wars: The Force Awakens, which premieres on Starz this Saturday (September 10) at 9 p.m. ET.

Sling TV has also extended support for Windows 10-powered PCs and tablets. That new app also includes the new UI that Sling TV launched in June, plus some twists that are unique to the service’s Windows 10 experience, Ben Weinberger, chief product officer of Sling TV, explained in this blog post.

Among the Windows 10 bells and whistles are “Live Tiles” that provide updates to the viewer’s “Favorites” and “Continue Watching” ribbons when pinned to the start menu, Cortana voice integration, a vertical main menu, and compatibility with both touch and non-touch Windows 10 devices.

Sling TV also runs on Apple TV (fourth-gen), Amazon Fire TV and Fire TV stick, Roku players and Roku TVs, Channel Master’s DVR+, Google’s Chromecast streaming adapter, the Xbox One, Android TV-powered devices, and iOS, Android and Fire mobile devices.

Through the pact, LeTV users can live-stream Pac-12 basketball on PCs, tablets, mobile devices, as well as LeTV Super TV (OTT) devices. As such, the Pac-12 is the only conference to stream basketball games in China this season and the 2015 Pac-12 Men’s Basketball Tournament will be the first conference tournament streamed in its entirety before a Chinese audience.

In addition to the live game streaming, LeTV, which has rights to 100,000 television episodes, 5,000 movies, and sports partnerships with FIFA, the PGA, NBA, NFL and MLB, will offer all users on its platform access to a weekly package of Pac-12 basketball coverage and other programming on-demand. LeTV’s website also includes a Pac-12 microsite that features Pac-12 basketball news throughout the current campaign.

The streaming partnership is an outgrowth of the Pac-12 Globalization Initiative, aimed at showcasing the conference and its member schools in China via student-athlete exchanges and sport. Since the program tipped off in 2011, Pac 12 has sent men and women’s basketball teams, two women’s all-star volleyball teams, and a men's basketball all-star team to China for competitive exhibitions. Come November, the Pac-12 will stage a regular season men’s basketball game in China between the University of Washington and the University of Texas, becoming the first major U.S. sports entity, collegiate or professional, to host a regular season contest in China.

“We are thrilled to showcase the excitement of Pac-12 basketball and our esteemed universities to a new audience across China through LeTV,” said Pac-12 Commissioner Larry Scott. “For the first time ever, the basketball-savvy Chinese audience will see our talented student-athletes compete at the highest level of basketball and learn more about our member universities.”

The 27 games available to LeTV audiences are being televised on Pac-12 Networks and ESPN in the U.S. and feature all 12 Pac-12 universities at least three times, including sixth-ranked Arizona and No. 13 Utah.

Remaining Schedule of Pac-12 men’s basketball games to be streamed by LeTV:

UCLA at CALIFORNIA Sat., Feb. 7, 5:00 p.m.

UTAH at COLORADO Sat., Feb. 7, 7:00 p.m.

OREGON STATE at UCLA Wed., Feb. 11, 7:00 p.m.

STANFORD at UTAH Thur., Feb. 12, 6:00 p.m.

USC at ARIZONA Thurs., Feb. 19, 6:00 p.m.

CALIFORNIA at STANFORD Sat., Feb. 21, 3:30 p.m.

USC at ARIZONA STATE Sun., Feb. 22, 5:30 p.m.

WASHINGTON STATE at USC Wed., Feb. 25, 7:00 p.m.

OREGON STATE at STANFORD Thurs., Feb. 26, 8:00 p.m.

WASHINGTON at USC Sat., Feb. 28, 7:00 p.m.

Pac-12 Tournament - First Round Wed., Mar. 11, all day

Pac-12 Tournament – Quarterfinals Thurs., Mar. 12, all day

Pac-12 Tournament – Semifinals Fri., Mar. 13, 6:00 p.m.

Pac-12 Tournament – Final Sat., Mar. 14, 8:00 p.m.

Pac-12 Networks will also open access to the games via streaming on its website, http://pac-12.com/networks.

The game schedule begins at 5 p.m. (PT) with No. 2 Arizona hosting Mount Saint Mary’s playing on the national service, as well as five of its six regionals, save for Drexel-Colorado on Pac-12 Mountain.

The 7 p.m. window will feature Ashley Adamson hosting a wraparound presentation a la NFL Red Zone on the main channel, with the five games scheduled specifically across the varied regionals. Another stream will feature the studio, pre- and postgame coverage, putting seven feeds into play during this time period. A tripleheader at 9 p.m. will serve as the nightcap.

Although Pac-12 Networks has presented 10 events in a day before, the time frame has never been so tight. “We’ve been planning this for months,” said Leon Schweir, senior vice president of production. “With this many contests we had to make decisions about resources and if there were enough vendor trucks to produce the games on-site.

To that end, the Rice-Oregon game will be produced and directed from the programmer’s technical operations center in San Francisco. All told, Schweir said Pac-12 Networks is marshalling some 400 people, including talent in The City and at the various game sites.

If it all works out, Leon envisions this could become the tipoff template.

“In the past, a school looked to a date that would draw attention to its own team. But working together, we may be able to make a bigger splash and create more awareness as a league than as individual teams,” said Schweir, noting one way to gauge the response will come from the free streaming access the programmer is making available at Pac12.com/networks.

Full Court Friday also serves as a calling card for potential subscribers. “There are a lot of Pac-12 fans and alumni outside the [conference] footprint. This basketball showcase may encourage those who have access to Pac-12 Networks to switch providers,” he said.
