During the 2016-17 season more than 4,482 episodes were produced, an increase of 10% in total episodes compared with the 2015-16 season, and a 42% increase compared with five years ago, according to the report.

Related: New York Backs TV Production Tax Break for Hiring Diverse Writers, Directors

Among studios producing content, Twentieth Century Fox Cos. was the most diverse among the top 10 largest studios, with 45% of its content directed by women and minorities, the DGA found. Netflix finished 10th with only 20.5% of its shows helmed by a minority or female director.

"While this report, and our recent report on hiring of first-time TV directors, reflect some progress overall, there are stark disparities among the major studios that raise questions about how committed to inclusion some employers really are," said DGA president Thomas Schlamme. "We want to make sure that every talented individual has an equal shot, and a path forward. But for that to happen, employers must expand their hiring processes to discover the world of capable directors hiding in plain sight. Frankly, it’s hard to understand why they're not doing more. Even if all the right reasons are not enough for them, they should at least be motivated by the bottom line – inclusion just makes good business sense."

As the cable industry devoted last week to diversity efforts, a new report from the Directors Guild of America has found that minorities and women are not regularly being hired to direct television

shows.

The percentage of episodes directed by white and minority females remained even year-to-year at a paltry 12% and 2%, respectively, according to the DGA report, which looked at more than 3,500

episodes of more than 220 series produced in the 2013-14 network-television season and the 2013 cabletelevision season.

The only year-to-year gains were made by minority males, who directed 17% of show episodes compared to 14% last year. But a closer look reveals that all of those gains were made by one director,

Tyler Perry, who directed every episode of the three series that he has on OWN: The Oprah Winfrey Network: The Haves and Have Nots, For Better or for Worse and Love Thy Neighbor. The percentage of

episodes directed by Caucasian males decreased from 72% in 2012-13 to 69% in 2013-14.

Translated, women and minority males combined still directed just three out of every 10 television series episodes, according to the DGA.

National Cable & Telecommunications Association CEO Michael Powell said during last week’s NAMIC Conference that the best way to ensure that the industry continues to make gains in minority and

female employment is to make sure there’s a strong and full pipeline of qualified executives waiting in the wings.

It’s hard to believe that there aren’t many talented female and minority directors awaiting their chance to showcase their skills behind the camera. They have to be given a chance.

DGA president Paris Barclay said as much in his statement regarding the report. “Unfortunately, it can be shockingly difficult to convince the people who control hiring to make even small

improvements to their hiring practices,” he said. “People often say, ‘Everybody is responsible for diversity,’ but in the end, that often means that nobody takes responsibility. It’s time for the people who

make the hiring decisions — be they studios, networks, production companies, or individual producers — to stop making excuses, stop passing the buck, and start living up to the country’s promise and

possibility by providing true equal opportunity.”

Soul of the South CEO Edward Avent said that his multicast broadcast network presents African-American-targeted news and political talk and portrays a positive image of the African-American community, but that it needs that community to watch, and tweet, and tell everyone, including advertisers, that they are interested in that positive image.

Avent was a panelist at a Minority Media & Telecommunications Council Access To Capital Conference session on "the Impact of Media Images on Investment in Communities of Color. He was asked about advice to help improve that media image

To improve that media image, which he conceded in the case of black men was frequently negative -- low-slung pants and a gun, rather than a brief case -- Avent said that the community itself had to be role models. "We have to pull up our pants. It is on us to keep educating, keep mentoring and keep role modeling so they know what good looks like." He said having a tat on your neck or knuckles is not the way to get a job and support a family. He says he tells his kids no earrings or tattoos or braids so they don't "get caught up" in the stereotypical imagery.

Avent said it has been tough to pitch his channel and that he has to overcome vestiges of bias among advertisers and investors.

TV One executive Maureen Guthman said the key to media representations should be "authenticity."

She said one show that represents that is Orange is the New Black. She pointed out that none of the African American or Latino or white women in the show were "ordinary." They were all different people with different backgrounds, and that rings true. "Life is this tossed salad of people and experiences," she said. "That is what people respond to. And we respond to that, advertisers will, too.

Both John Gibson from the Motion Picture Association of America and Jason Lagria from Asian Americans Advancing Justice, think the media are starting to get the message that diversity is good business, not just good social policy.

Gibson pointed out that 2013 was the year of the black films -- 20 of them, 13 from major studios -- including Belle, from Fox searchlight, which starred a black woman, was directed by a black woman, was written about a black woman, based on the true story of a black woman. He said one way to improve the media image of people of color was to support movies like that "en masse." He said more such films would be coming down the pike.

"Lagria said he took note of the commercials in the last Super Bowl. One had different people singing "The Star-Spangler Banner" ("America the Beautiful," actually) in different languages

He said businesses are starting to understand that diversity sells. He pointed to a study that showed that the more diverse characters there were in a show, the higher the audience, that that there was a "sweet spot" of diversity that made business sense.
